
Himachal Pradesh Government Appoints New Chairperson and Member to HP RERA
The Himachal Pradesh government has officially appointed retired IAS officers RD Dhiman and Amit Kashyap as the new Chairperson and Member, respectively, of the Himachal Pradesh Real Estate Regulatory Authority (HP RERA). This move follows a recent reprimand by the Himachal Pradesh High Court, which criticized the state government for the extended delay in filling these crucial positions and even imposed a penalty of ₹5 lakh.
As per the notification issued by the Housing Department (Notification No. HSG-A003/1/2024-L dated June 24, 2025), RD Dhiman will now serve as the Chairperson of HP RERA, while Amit Kashyap has been appointed as a Member. Their appointments have been made in accordance with Section 20 of the Real Estate (Regulation and Development) Act, 2016, following the recommendations of the Selection Committee.

According to the official statement, the tenure for both positions will be five years or until the appointees reach the age of 65—whichever comes first. With these appointments, Principal Secretary (Housing) Devesh Kumar, IAS, has been relieved from his additional responsibility as the interim Chairperson of HP RERA.
These appointments come after the High Court expressed serious concern over the prolonged vacancy in the regulatory body, which had remained non-functional for several months. The court noted that this inaction by the state government not only breached the RERA Act but also compromised the rights of homebuyers and the functioning of the real estate sector in the state.
The appointments are expected to restore normal functioning to HP RERA and strengthen the regulation and dispute resolution mechanisms in Himachal Pradesh’s real estate market.
